It appears that the NFL schedule will be released next Tuesday.
A look at the listings on TVGuide.com for April 17 shows the following:
The schedule has been released on a Tuesday for the past several years so the day makes sense. Last year it was released two days before the NFL draft but that possibly was due to the lockout and the NFL generally likes to spead out the buzz created by these two April traditions.
The Redskins and other teams already know who their opponents will be and where the games will be played. The schedule release solves the "when" part of the question.
